In 1887 the erection of the three-storey building of the former Circuit Court was finished. There is the Railway Administration there now. The author of the project is A. I. Bernardazzi. The elements typical for the classical style are used in the building architecture: symmetry and accent of the main axis as well as the elements giving insularity and providing stability to the whole object. The walls are ornamented with the pilasters of the Corinthian order. On the side front, from the Fontannyi Lane side, on the level of the first floor (counting from the ground one), there is the bay with the figure of Themis.
